Our Partner-Swartland Municipality

The Swartland Municipality has earned widespread recognition for its exemplary performance across various key areas of governance and service delivery. In 2023/4, it received the Good Governance Award, being named the best small-town municipality in the Western Cape and the top municipality overall in South Africa. This distinction was based on a comprehensive evaluation by the 2024 Good Governance Index (GPI), which assessed municipalities on service delivery, planning, monitoring, evaluation, leadership, management, administration, and governance.

Further affirming its excellence, Swartland was ranked fifth by Ratings Africa in 2023/4, scoring 71 points for financial sustainability. This ranking highlights the municipality’s strong operational performance, liquidity management, debt management, and infrastructure development, all crucial for its long-term viability.

The Western Cape Service Excellence Awards have also recognized Swartland’s commitment to excellence. In 2024, it was named the Best Municipality and secured second place in the Best Red Tape/Ease of Doing Business category. Previous years saw it achieve high rankings in early childhood development and landfill management.

Additionally, the Department of Water and Sanitation awarded the Riebeek Valley and Malmesbury Wastewater Treatment Works (WWTW) as the best in their respective categories in 2023. Mr. Hendrik Strydom, a process controller at Malmesbury WWTW, was recognized as the Best Process Controller for his exemplary work.

Notably, Swartland Municipality has achieved 11 clean audits since the 2010/11 financial year, further demonstrating its commitment to sound governance and financial management.
